Dulles Rail Phase 2 is a Northern Virginia priority; the Midtown-Downtown Tunnels a Hampton Roads priority.

Additional funding for these projects should not be diverted from other priorities.

Given that Dulles Rail’s financial plan places an inordinate and unsustainable burden on Dulles Toll Road users, the need for additional state funding for this project is particularly acute. Removing Midtown-Downtown Tunnel tolls to provide free travel while forcing Dulles Toll Road users to pay higher and higher tolls is particularly unjust.

In fact, as these and other projects demonstrate, the need for new sustainable, long-term transportation funding is more obvious than ever.

Better transportation is not free. Attempting to fund one priority by shifting resources from other priorities is not prudent. 

I urge House and Senate Conferees to work with Governor McDonnell to provide new sustainable funding for these and many other transportation priorities for which the need is well documented.
