Congestion-Reduction Fact-Finding Bill Passes House
Three* Northern Virginia Legislators Vote No
HB 599 to require the Commonwealth Transportation Board in cooperation with VDOT and area governments through the Northern Virginia Transportation Authority to objectively evaluate all Northern Virginia highway and transit projects and provide a quantitative rating as to the ability of each to cost effectively reduce traffic congestion, passed the House of Delegates by a 64-36 margin.
Three Northern Virginia legislators (Bob Brink, Patrick Hope, and Jim Scott) voted against simply knowing which projects might represent the most cost effective congestion-reduction measures. Seriously, how is providing transportation decision-makers and the general public with information to help make better informed, more cost effective transportation investments a bad thing?
HB 599 now goes to the Senate, which passed SB 531, a much more generalized version.
*Delegate Kaye Kory is recorded as a "no" vote, but reports that she meant to vote yes.
