The fantasy:

 "A comprehensive analysis of dozens of (bridge crossing) routes in 2001...concluded the upstream (Potomac River) bridges...couldn't be built without massive disturbances to communities..."

The facts:

The 2001 study was terminated before any comprehensive analysis was conducted. It reached no conclusion.

However, comprehensive studies by the Maryland Department of Transportation and Virginia Department of Transportation including a Tier One Draft Environmental Impact Statement and computer modeling exercises have been completed and concluded that additional river crossings would provide major mobility, prosperity and safety benefits.
