The Commonwealth Transportation Board's Doug Koelemay: Talking Transportation Prioritization
On April 6th Commonwealth Transportation Board member Doug Koelemay talked about the importance of setting the right transportation priorities with more than 70 attendees at the Alliance’s first 2010 Speakers’ Series event.
Mr. Koelemay’s recommendations for developing a new consumer and demand based transportation system included:
- Modernize the transportation system with high technology as we expand it.
- Use performance measures such as congestion relief, time savings, connectivity to activity centers and safety improvements, in making investment decisions.
- Focus on regional connectivity, including the construction of new corridors, and a core set of transportation facilities.
- Streamline the transportation governance structure including the Commonwealth Transportation Board and General Assembly transportation committees. Create fewer and larger CTB districts and give transportation committees financing and allocation responsibilities.
- Keep transportation assessments non-partisan and define transportation solutions outside of politics.
